eLearning

Recognizing the increasing access to Internet, mobile and broadband, CEMCA considers eLearning as a cross-cutting theme for all its initiatives and activities. As such technology-enhanced learning is a major goal of CEMCA, and we advocate and promote the use of online learning technologies, including Web 2.0 tools to improve teaching and learning at all levels, in both formal and informal learning. CEMCA has been engaged in capacity development in the use of low-cost technologies and eLearning systems for several years. In the recent past CEMCA has actively promoted Learning4Content on the WikiEducator online platform. With COL’s support for the use and promotion of Open Educational Resources, CEMCA encourages OER-based eLearning. The objective behind this approach is to make educational resources available in suitable open content licenses, and also facilitate systematic and interactive teaching and learning using a suitable open source learning management system. This approach would be beneficial for both open learning for development, and for certification purpose without compromising quality. While eLearning is technology intensive, and requires high level of institutional preparedness, the integration of OER-based approach makes it easier for institutions to leverage existing content in open licenses to reduce the time for content development, and also become cost-efficient.

As access to mobile technologies in Asia grows, CEMCA is also open to use of mobile technologies for supporting learning for development. CEMCA is committed to make all its resources available as OER, and also through different online channels, including YouTube, Slideshare, etc.
